If you have health insurance through the Healthy Indiana Plan (HIP), there are changes coming as early as October 1, 2026.
For 2027, some HIP members and those applying for coverage between the ages of 19 and 64 will need to meet new work requirements to keep their coverage. Here is what you need to know to get ready.
Who does this apply to?
The new rules apply to most HIP members who are 19 to 64 years old.
Some people do not have to meet this work requirement. This is called an exemption or being exempt.
You may get an exemption if you*:
- Are pregnant
- Are a parent or caregiver of a child 13 years or younger
- Care for someone with a disability
- Have a disability
Other exemptions may apply. It is best to reach out to Indiana Family and Social Services Administration (FSSA) if you think you are exempt or have questions about the exemptions.

What are the HIP Work Requirements?
These activities can include:
- Work
- School
- Job training or apprenticeships
- Volunteering or community service
When do the HIP Work Requirements start?
The new requirements start January 1, 2027.
However, there is an important detail to know: You will need to meet the requirements for the three months before you apply for HIP and your renewal date.
If you need to renew your HIP coverage in January 2027, you must start completing and reporting 80 hours of approved activities starting in October 2026.
How will I report my hours?
The easiest way to report your hours is through the FSSA Benefits Portal. You can use the portal to:
- Report work or other activities
- Report changes to your information or status
- Manage your benefits
- Check your case status
You can use the FSSA Benefits Portal on your computer or a mobile device, like your phone or tablet.
Should I do anything right now?
Yes! You do not want to, and should not, wait to get ready.
- Check your information.
Make sure FSSA has the right address, phone number and other important information. If something needs to be updated, do this right now so you do not forget! - Check if you may have an exemption.
Learn more about the exemptions and see if one may apply to you. Complete FSSA’s HIP Work Requirements Pre-Screen Tool to see if you may be exempt. - Create a FSSA Benefits Portal, or log in and check your information
Setting up your account now can make it easier to report information and manage your benefits later. Visit FSSABenefits.in.gov to create your account or log in.
- Start thinking about how you will get your 80 hours each month.
Look into ways you can volunteer or complete community service or keep track of how much you are working and/or going to school now so you know you will meet the requirements when it is time to apply for or renew your HIP coverage. - Watch for information from FSSA.
Read any letters, emails or messages you get from FSSA about your HIP coverage. If FSSA needs more information, follow the instructions they give you.
What happens if I do not meet the requirements?
If you do not meet the HIP Work Requirements and do not have an exemption, your HIP coverage may stop without warning. You will need to reapply to get your coverage back.
If your coverage does stop and you want to reapply, you will need to complete 80 hours of approved activities for three months before you apply.
